Mothers can’t get 430 dollars from deputies because of juridical mistakes

Officials have been promising that the sum of money for giving birth to a child will increase. However, the project of the law is being sent for revision time and again. The issue has been included in the autumn parliamentary session too. However, it does not mean that mothers will be getting $430 starting from the New Year. ERB has found out that deputies have been delaying the law for a year and it turned out that the problem was formal mistakes.

A member of the healthcare, physical culture, family and youth matters commission of the House of Representatives Pavel Alyakseenka says that the problem is deputies themselves. The project of the law is always arousing questions and a lot of time was to correct mistakes.

Pavel Alyakseenka: I can’t say there are a lot of global problems in it. There are mostly technical issues. The law was changed only technically: words were arranged according to the existing legislation, names of institutions were corrected, and some passages about presenting documents were removed according to the order of administrative procedures.

Interestingly, the numbers have never changed – they have remained the same they were at the beginning of the year. It is planned that a woman will get five minimal wages for giving birth to her first child (430 USD) and seven minimal wages for giving birth to the second baby and the following children (603 USD). The monthly aid will also be increased by 15%. Mothers are getting only 120 thousand rubles nowadays.

Deputies are afraid to promise that they will adopt the law in December.

Pavel Alyakseenka: We hope so. The law should come into power on January 1 but it probably won’t. It is in the Administration now and we are waiting for it. They should give us a reply soon and we know they have complaints about it. So we will have to work on it.

The deputy is not sure whether they will adopt the law during the coming session in spite of the fact he thinks the project is already elaborated.

Pavel Alyakseenka: In fact, the law is ready but any law can take a long time to be adopted if you pay attention to certain things in the existing legislation. It is difficult to say whether it is ready but … It you admit that you should not write “RB” everywhere then the law is ready. I haven’t seen the remarks of the Administration yet. Maybe they will tell that the law is ready for 20% and the remaining 80% should be reconsidered. Or they may tell us that only 5% have to be worked on.

The project of the law young mothers are in need of is “floating” somewhere in the Parliament. However, the law on benefits cancellation was adopted by the House of Representatives in no time in both readings in spring and will come into power in mid-January.
